International Adoption

China Special Needs Program

The Family Network is devoted to finding homes for children with special needs which make it difficult for them to find a forever family. The Family Network has been helping families adopt from China for over twenty years and has recently shifted their focus to solely placing Chinese children with special needs.

To complete an adoption from China and bring a child to the United States, adoptive parents must fulfill the requirements set by the United States Citizenship and Immigration Services (USCIS), China Centre for Children’s Welfare and Adoption, (CCCWA) the Hague Convention Laws, and the State of California.

There are over 1600 children’s files, available for adoption, on the China Center for Children’s Welfare and Adoption system.  The children in China range from 6 months to 13 ½ years old. Children are Asian, with a light skin tone, and dark hair and eyes.  There are more boys than girls on China’s shared list.  The children are cared for in orphanages and/or foster homes while waiting to be adopted. The children’s special needs range from minor and correctable to moderate & severe and there are many older children who are healthy, but just never had the chance to be adopted.  Adoptive families specify exactly what kind of special needs they are open to and are matched accordingly.

 

 

China Special Needs Program Requirements:

Married Couples:

Age: Married couples 30-55 years of age at the time the child is placed. Couples must be under the age of 55 at time of dossier submission.
Marriage: First time married couples must have been married at least 2 years.  Adoptive parents with prior marriages must have been married to their current spouse for at least 5 years.
Divorces: No more than two divorces will be accepted.
Children in Home:   Families may have no more than 4 children currently living in the home, with youngest child being at least 1 year old.
Health: Must be in good health (no severe diseases, no severe mental disorders, no Body Mass Index over 40).
Financial: Minimum income of $30,000 + $10,000 for each additional child living in the home. Minimum networth of $80,000.
Education:  Prospective parents must have a high school education or equivalent.
Criminal History: No criminal background.

Single Women: China has recently opened their Waiting Child Program to single adoptive mothers.

Age:  up to 50 year old.
Income: $10,000 per family member in the household (including adoptive child).
Networth:  $100,000.
Children in Home: No more than 3 children in the home – the youngest has to be older than 6 years old.
Adopted Child: Singles can adopt “Special Focus” children.


Waiting Child Program:

Travel:
One trip that is 10-14 days; at least one parent must travel, but both are preferred. 
Timeframe: 
12 – 13 months after prospective adoptive family is matched with a child.
Program Estimated Cost:  $21,000 – $24,000 +/-
